Geno Koehler has been the Permit Unit Chief for the Illinois Department of Transportation for the last 7 years. He oversees facilitating oversized/overweight movement in Illinois. In that capacity he is also in charge of maintaining and improving the Illinois Transportation Automated Permit system (ITAP) and representing Illinois’ position on laws, regulations and policies pertaining to truck freight movement. He is also the AASHTO Sub-committee on Highway Transports, MAASTO Regional Co-Chair, the MAASTO Motor Carrier Committee Chair and the AASHTO Committee on Transportation Systems Operations C-Chair.

Mollno is the chief executive officer and president of WCS Permits & Pilot Cars, North America’s largest oversize load and superload permit agency. He founded WCS over 20 years ago bringing many years of specialized transportation industry experience and leadership to the company. He oversees WCS’ long-term company strategy and vision and is hands-on in all company activity including permitting, pilot cars, consulting and sales. Mollno also leads WCS’ direction in continually developing tools for drivers and dispatchers, such as mobile apps and software for permit writing, as well as quick access to permits and government regulations.

Morgan began his transportation career in 1999 as an owner operator. Over the next 15 years, his company grew from one truck to a fleet of 35 trucks hauling primarily flatbed and oversized/overweight freight. In 2015, he began offering pilot/escort vehicle services through Pit Row Services. Pit Row has grown to become one of the largest fleets of company-owned pilot/escort vehicles in the country, sparking the creation of the Pit Row Group. The Pit Row Group is dedicated to providing a suite of professional services for the transportation industry across North America.  

Tim Pilcher Bio

Tim Pilcher small 

Pilcher is a co-founder of ProMiles Software Development Corporation. He has 35 years’ experience developing and managing the development of transportation regulatory software. ProMiles is a leading provider of OS/OW permitting and routing, fuel tax automation and reporting, and routing and mapping services for the trucking industry. ProMiles has implemented OS/OW permitting systems for 12 states, and is developing system for three more states. Combined, these systems have issued nearly 10 million permits.
