Navigating OSHA’s New Operator Qualification Rule

Graham Brent Bio


Graham Brent the Executive Director of the National Commission for the Certification of Crane Operators (NCCCO).  In this role since 1996, Mr. Brent has been responsible for the management of all aspects of the administration and development of NCCCO's national crane and crane-related personnel certification programs.

Prior to joining NCCCO, Mr. Brent served as an NCCCO Commissioner and instructed operators, inspectors and management on hazard recognition and equipment safety, as well as OSHA/ANSI standards compliance.  He has participated on numerous committees throughout his professional career.  He is currently a member of the American National Standards Institute (ANSI) International Conformity Assessment Committee (ICAC), the ASTM International E36 Accreditation and Certification Committee, the Associated General Contractors of America National Safety & Health Committee and serves as Secretary of the ISO TC96/SC8 Jib Cranes international standard committee. 


Thom Sicklesteel Bio

Thom Sicklesteel is the third generation of a family that brought cranes and lifting equipment to the Pacific Northwest. Under his leadership, Sicklesteel Cranes, Inc. won multiple national and regional safety awards. Thom served as a panelist for SBREFA Committee that reviewed the CDAC proposed rule and provided testimony on OSHA’s Crane Rule to ACCOSH. He is also a voting member on the ASME B30.5 Subcommittee and serves as an alternate on ASME B30 Main Committee. Thom serves on the board of the National Commission for the Certification of Crane Operators, Inc. and is currently the Immediate Past President. In Washington State, Thom served as a Member of the Negotiation Committee and panelist for the Washington State Crane Legislation. He also served as a stakeholder for the Washington State Crane Administrative Code Committee and Select Committee. Thom has served as a Subject Matter Expert for the Washington State Crane Certifier Exam as well as the NCCCO Lift Director Exam. He was a featured speaker at multiple Washington Governor’s Industrial Safety Conferences as well as ConExpo in 2017. Thom is Leavitt Cranes USA General manager and serves on the board for 5 other companies / associations.
